Auto Queue Management (Transfer Queue Management Parameters)
The default auto queue management config is not aggressive enough. Aggressively start new torrent downloads if bandwidth is under-utilized.

Fix: Auto Manage Downloads Not Working
“Limit Incoming KB/s” MUST BE SET for Auto Queue / Auto Manage to work!!!
